2001 Meetings 22-24 October 2001 Brief Description of the Conference Theme UN peacekeeping is “an attempt to confront and defeat the
worst in man with the best in man; to counter violence with tolerance, might
with moderation, and war with peace. (D)ay after day, year after year, United
Nations peacekeepers have been meeting the threat and reality of conflict,
without losing faith, without giving in, without giving up.”—Secretary
General Kofi Annan, 6 October 1998 United Nations peacekeeping operations (PKO) are
undergoing a complete overhaul. Deteriorating mission success throughout the
1990s and public and member-state dissatisfaction with one of the most visible
symbols of the UN’s role in international peace and security have motivated the
UN to conduct its own assessment (the Brahimi Report) of urgently required
reforms of its peacekeeping operations. The Brahimi Report and its
recommendations have created a window of opportunity to revitalize
standardization and evaluation of PKO training: Training must result in
improved and coordinated actions on the ground, evaluation must produce
information on both success and failure of mission effectiveness, and
cooperation between military, civilian and police contributors to peace
operations must become a key requirement for success at both training and
