From Bullets to Ballots and Beyond:
Building Post-Conflict Democracies in Asia and Europe

Elections are widely considered milestones in the process of (re-) building democratic structures in states that have emerged from conflict, with the recently held elections in Iraq being a case in point. However, can the rebuilding of democratic institutions alone sufficiently ensure the full recovery of post-conflict societies? What other means are necessary to foster stability, prevent the resurgence of conflict, promote development in post-conflict societies? Which role could and should the international community play? Drawing on case studies from Cambodia, East Timor, Bosnia and Cyprus, the lecture aims to answer these questions, with a particular emphasis on the roles of regional ? specifically European and Asian ? and international actors in post-conflict peace-building.
The lecture will be presented by Plamen Tonchev, who is the Director of the Asia Unit at the Institute of International Economic Relations in Athens, Greece and has published widely on security issues in Asia. His lecture will also build on his experience as an election observer and political analyst on various OSCE and EU missions to post-conflict areas and as a consultant on stabilization and recovery programmes.
