国連大学グローバル・セミナー金沢セッションは「人間の安全保障−国連・国家・社会の役割」をテーマに、2005年11月23日から26日の4日間にわたり、石川県青少年総合研修センター（金沢市）で開催されます。
従来、国家は国際関係と国際安全保障の中心的な主体であり、国際法の主な対象とされてきました。また、国際社会は、国連を通じて国の関心事をまとめ、国家間で紛争が発生した場合には仲裁に入る役割を担ってきました。しかし、国家の領土内の問題は過度の干渉であるとされ、関わることはありませんでした。しかし、この状況は1990年代に一変しました。 内部抗争による人災、権威主義的国家や政府が機能しない国々における大規模な人権侵害は、世界の注目を人間一人ひとりの窮状に向けることになったのです。これにより、すべての人の生命を守り、自由と自己実現を確保する「人間の安全保障」という概念が発達しました。これは、危機的で広範囲に及ぶ脅威や状況から人々を守るだけではなく、尊厳を持ち、何不自由なく安全な生活を送るための、政治的・社会的・経済的・軍事的・文化的制度を求めることを意味します。
この人間中心の安全保障は、過去数年の間に幅広い理解を得るようになりました。しかしこのことは、国際協力の実施や「現地」の人々の状況にとってどのような意味を持つのでしょうか？そこで当セミナーでは、国内外の専門家が、人道的支援・国際犯罪・開発・ジェンダー・環境・健康の分野で、様々な主体がどのように人間の安全保障を確保するためのアプローチを行ってきたかを検討します。これらの講義に先立ち、基調講演では人間の安全保障へのパラダイム・シフトに貢献し、また影響された二つの主体である国連と市民社会の代表が、その概念と意味を紹介します。この基調講演は一般公開されます。
国連大学グローバル・セミナーは、国連とその加盟国および国民が関心を寄せる緊急かつ地球規模の諸問題について、学生や若い社会人の意識と理解を深めることを目的に、毎年、北海道、東北、湘南、神戸・淡路、島根・山口、沖縄、そして金沢の各地で開催されています。2005年で5度目を迎える金沢セッションは、国連大学、国連大学高等研究所、いしかわ国際協力研究機構の共催で開かれます。

The United Nations University Global Seminar ? 5th Kanazawa Session will be held from 23 to 26 November 2005 on the theme of “Human Security ? The Role of the United Nations,
Governments and Society” at the Ishikawa Youth Training Centre in Kanazawa City.
Traditionally, the state was considered the central actor in international relations and international security, and as the main object of international law. The international community, through the United Nations, saw its role as being a moderator of state interests, and as a mediator between states in cases of conflict. It would not, however, become involved in issues of relevance only within the territory of a state; this would have been regarded as violation of national sovereignty. In the 1990s, however, the situation changed: Major humanitarian disasters, caused by internal conflicts and massive human rights abuses by authoritarian states or in countries without a functioning government, brought the plight of the individual human being to the attention of the world. In response, the concept of “Human Security” was developed: Human security encompasses the protection of human lives with regard to both freedoms and fulfilment. It not only means protecting people from critical and pervasive threats and situations, but also calls for the creation of political, social, economic, military and cultural systems that can enable people to make their own choices for a secure life without want, in dignity.
This people-centered, broad understanding of security has gained much ground at the international level. What does it mean, however, for the practice of international cooperation and for the “on-the-ground” situation of those affected? This question will be at the centre of the lectures and discussions during the seminar. Experts from Japan and abroad will explore how different actors have adjusted their approaches to ensuring human security in the fields of humanitarian assistance, international crime, development, gender, environment and health. Preceeding these lectures, representatives of two central actors who both contributed to the paradigm shift towards human security and were influenced by it, the United Nations and civil society, will introduce the concept and its implications in keynote presentations that are open to the public.
The United Nations University (UNU) Global Seminars are held annually in the Hokkaido, Tohoku, Shonan, Kobe, Shimane, Okinawa and Kanazawa areas. They are aimed at deepening the understanding among students and young professionals in Japan of pressing issues that are the concern of the United Nations, its Peoples and Member States. The Kanazawa Session, held for the fifth time in 2005, is jointly organized by the United Nations University (UNU Centre), United Nations University Institute of Advanced Studies (UNU-IAS) and the Ishikawa International Cooperation Research Centre (IICRC).
