セミナーのねらい

　国連大学グローバル・セミナーは国連をとりまく緊急の地球規模の諸問題について、学生や若い社会人の方々の関心と理解を深めることを目的としております。セミナーは、今では全国７地域で、毎年１回開かれていますが、その一つに北海道グローバル・セミナーがあります。今年で２回目を迎えるこのセミナーは、「グローバル時代における情報とメディア」のテーマのもと、札幌市にある北海道大学で開催されます。

　現在私達の住む世界ではグローバル化という言葉が駆け巡っています。それは、ヒト、モノ、カネがまさしく地球的規模で移動し合い、世界が情報によって一体化してゆく事態を指しています。世界のグローバリゼーションは、実はコロンブスの時から始まっていたのではないかとも思われます。しかしながら、私たちがこの全く新しい国際環境をどう生きてゆくべきかについては、まだ明確な設計図は描かれていないというのが現状です。今回のセミナーは、こうした問題意識のもとに、グローバル時代における情報とメディア、とりわけマス・メディアの役割はどうあるべきかをメインテーマとしています。情報とメディアがいかに利用され、またいかなる影響を私たちに与えているのか？　国際関係におけるメディアの役割とは？　グローバル化の影響下においてメディアはいかに発展していくのか？　数々の講義とディスカッションでは、これらの論点を視野に入れつつ、「文明の衝突」ではない「多元文化時代」のあるべき姿を、可能なかぎりデッサンしてゆきたいと考えています。

　セミナーは４日間の合宿形式で進みますが、国連職員を含む内外の専門家を招き、グローバルな視点からの講義を中心に、受講生との議論・意見交換も行われます。他地域のグローバル・セミナー同様、講義は英語若しくは日本語で行われます。基調講演は一般公開となりますので、多くの方のご聴講を歓迎しています。

　受講生にとっては、出席者との交流・討論を通して問題の分析力や議論の進め方を高める良い機会となります。国際問題に関心のある方や国際社会での活動を希望する方をはじめ、皆様の積極的なご応募を、北海道、東北地方、そして全国から、お待ちしています。

OBJECTIVES

The United Nations University (UNU) Global Seminars are aimed at deepening the understanding among students and young professionals in Japan of pressing issues that are the concern of the United Nations, its peoples and member states. Annual seminars are held at seven locations throughout Japan. The Hokkaido Session, organized by UNU under the theme “Information and Media in the Age of Globalization,” will be held from 27-30 August 2002 at Hokkaido University in Sapporo.

The term of the seminar will be “ Information and Media in the Age of Globalization.” The term “globalization,” being used ever more widely in recent years, refers to the global movement of people, goods and money and the fact that the world moves closer together by means of information exchange. However, although one could identify the times of Columbus as the true beginning of today’s process of globalization, it has not yet been fully understood how people should lead their lives in this ultimately new context of international affairs. Against this background, the UNU Hokkaido Global Seminar in 2002 will focus on the role of information and media, in particular the mass media, in the age of globalization. How are information and the media being used by people, how do they impact on people? What is the role of the media in international relations? How will the media develop under the influence of globalization? These issues will be explored in the various lectures and discussion sessions throughout the seminar, the aim of which is to show how the present should be an era of cultural pluralism, as opposed to a clash of civilizations.

The seminar brings together distinguished scholars and practitioners from both Japan and abroad, who will not only give lectures, but also engage in an active exchange with the participants throughout the four-day seminar. As is the case with the other UNU Global Seminars, lectures will be given in either English or Japanese. Interested members of the public are cordially invited to attend the keynote speeches.

If you are interested in issues of global concern or plan to pursue an international career, the seminar will give you an excellent opportunity to deepen your knowledge and to sharpen your analytical and discourse skills through an active dialogue with fellow participants, lecturers and the scholars involved in the seminar. We welcome applications from Hokkaido, the Tohoku region, and from all over Japan.

Application Information

■参加資格：
原則として、日本の大学院、大学の専門課程に在籍する学生および留学生で、国際問題に興味のある方。専攻分野は問いません。テ－マに関心のある社会人も歓迎します。（ただし、テーマについての専門家や大学等で教鞭をとられている方は対象外とします。）講義は、すべて日本語又は英語で行なわれますので、両方の言語の理解力が必要です。 ■Requirements for participation:
The seminar is open to Japanese and foreign students at Japanese universities (undergraduate/graduate students), irrespective of their major. Young professional who are interested in the theme of the seminar are also welcome to apply. We will, however, not accept applications by professionals whose work is related directly to the subject area of the seminar. Since the lectures will be delivered both in English and Japanese, knowledge of both languages is essential.

留学生は、選考により免除される場合があります。
■Fee:
The participation fee of 30,000 Yen covers accommodation, meals, and seminar documentation.　Transportation costs to the seminar site are not included.
Foreign students not receiving a scholarship for their study in Japan may apply for a waiver of the participation fee.

■修了証：
セミナーの全プログラムを終了し、所定の手続きを完了した参加者に対して国連大学から修了証が交付されます。 ■Certificate:
Each participant will receive a UNU certificate upon successful completion of the seminar.
