世界では総人口約62億人のうち、約8.6億人が非識字者で、初等学校学齢期の子ども約7.8億人のうち、約1.5億人以上が就学していないといわれます（2002年）。教育とりわけ基礎教育は、生活・生存に必要な知識や技能習得の土台になります。栄養、衛生、予防接種などの保健衛生に関する知識や、今日深刻さを増しているエイズについての正確な知識により、日常的な不安や危険を軽減し、生活の質を高めることが可能になります。教育を受けることにより、就労の機会を拡大できます。また、教育はコミュニケーション能力を培い、自己の意見を表明したり、話し合いや議論をする能力、意思決定能力などを伸ばすことができます。そして、家庭や地域、公共の場で発言して自己の権利を主張するとともに、他者の尊厳や権利を認め、社会に積極的に参加していくことにより、「人間の安全保障」を推進することになります。

　日本でもジョムテイエン会議を契機として、教育協力の必要性が認識されるようになり、以後，政府は開発に関連する国際会議などにおいて、教育協力の重要性と取り組み姿勢について外交表明を行なってきました。世界有数の援助供与国である日本の教育協力に対する国際貢献が期待されているのです。

　それでは現在、世界のどの地域で、どのような教育協力が必要とされているのでしょうか。国連機関や他の援助国はどのような協力を展開してどのような成果をあげ、どのような課題に直面しているのでしょうか。日本にはどのような教育協力が可能なのでしょうか。こうした問題を考えるために、セミナーは４日間の合宿形式で、国際協力実施機関であるJICAや国連機関、大学などから講師を招いて講義をしていただき、受講生との討論、意見交換を行ないます。基調講演は一般公開で、多くの方々の聴講を歓迎します。

　受講生にとっては、講師への質疑、討論、グループワークなどを通じて、教育と国際協力にかかわる諸問題について理解を深めるとともに、問題を分析する力や議論の進め方などを学ぶ良い機会になるでしょう。国際協力に関心のある方、国際社会での活躍を希望する方、皆様の積極的な参加をお待ちしています。

The United Nations University Global Seminars have been held annually in seven different locations in Japan, aiming to promote awareness and understanding of urgent global issues that are the concern of the United Nations. This year's Hokkaido session will take place at the Hokkaido University of Education in Sapporo under the theme of "International Cooperation in Education from the Perspective of Human Security in the 21st Century."

Out of the total world population of 6.2 billion, about 860 million people are illiterate. Out of 780 million school-aged children in the world today, over 150 million are not receiving primary education. Basic education, especially primary and secondary level schooling, is a basis for people to acquire the knowledge and skills necessary for their survival. Knowledge in basic sanitation, in nutrition and vaccinations and particularly about diseases such as HIV/AIDS will enable them to reduce uncertainties and risks in daily life and to raise their standard of living. Education broadens people's employment opportunities. Moreover, education helps people to develop their communication skills and decision-making abilities and as a result enables them to make their voices heard and to participate in community life. This is how education links with 'human security.'

Since the Jomtien Conference, the Japanese government has come to recognize the increasing significance of education in human security issues. Responding to a great expectation from international society towards Japan as the largest donor country in world, continuous efforts have been made both at national and regional levels in the country to deal with the issue.

During the four-day seminar in Hokkaido, specialists from the United Nations, international agencies and universities will address this theme in a series of lectures. There will also be opportunities to discuss the issues with the specialists and other seminar participants. This will be a great chance to deepen the understanding of education and human development. What kinds of educational support is required in the world and what kind of role could Japan play in that context? How have the UN and other donor countries supported developing countries and what kind of progress has been made? What are the remaining issues for the future? Let's try to find the answers to these questions during the seminar!

We welcome applications from throughout Japan from those who are interested in issues of global concern or are pursuing international or local community service-based careers.

On the first day, the opening ceremony and keynote lectures will be open to the general public.
