Shinichi HASEGAWA, Assistant Minister for International Affairs, Ministry of Health, Labour and Welfare

Graduated from the Faculty of Law, the University of Tokyo in 1972. Joined the Ministry of Labour the same year. First Secretary, Permanent Delegation of Japan to OECD in Paris in 1984. Has held posts such as Director, Labour Legislation Division, Labour Relations Bureau, Director, Trade Union Division, Labour Relations Bureau, and Director, Personnel Affairs Division, Minister’s Secretariat. He was the Director-General, Employment Measures for the Elderly and Persons with Disabilities Department in 1998, and was appointed to the current post in 2002.

 

長谷川真一　厚生労働省大臣官房総括審議官

厚生労働省大臣官房総括審議官（国際担当）。1972年東京大学法学部卒業、同年労働省入省。経済協力開発機構（OECD）日本政府代表部一等書記官、労政局労働法規課長、労政局労働組合課長、労働基準局監督課長、大臣官房秘書課長、職業安定局高齢・障害者対策部長、大阪労働局長を経て2002年より現職。

 

 

Hans van GINKEL, Rector, United Nations University

Rector of the United Nations University, Tokyo, since September 1997.  He was elected President of the International Association of Universities (IAU, Paris) in August 2000.  He is Vice-chair of the Board of Trustees, of the Asian Institute of Technology (AIT, Bangkok), Member of the Academia Europaea; Honorary Fellow of the Institute for Aerospace Survey and Earth Sciences (ITC, Enschede); and the former Rector of Utrecht University in the Netherlands.  He serves as a member and officer in several professional associations and organizations.  Holds a Ph.D. cum laude from Utrecht University (1979) and honorary doctorates from Universitatea Babes-Bolyai, Cluj, Romania (1997), and State University of California (Sacramento) (2003). His fields of interest are urban and regional development, population, housing studies, science policy, internationalization and university management.  He has published widely on these areas, and has contributed extensively to the work of various international educational organizations.

 

ハンス・ファン・ヒンケル　国連大学学長

1940年6月22日インドネシア生まれ。その後オランダに帰国し、ユトレヒト大学にて社会科学博士号を取得、1968年から85年まで、同大学地理学部教授をつとめた。更に、1986年には同大学学長に就任し、1997年までの間大学の発展に寄与したほか、欧州大学協会、国際大学等にて要職を歴任した。1997年9月、国連大学のH･グルグリーノ・デソウザ前学長の後任として第四代学長に就任。ファン・ヒンケル学長の専門分野は都市と地域開発、人口、住宅研究だが、科学政策、国際化、大学運営などの幅広い分野で論文や著作を数多く発表するなどの功績が認められ、94年、オランダ国内における高位の勲章の一つであるオランダ獅子勲章を受けている。

 

 

Rolph van der HOEVEN, Manager, Technical Secretariat, World Commission on the Social Dimension of Globalization

He holds a Ph.D in Development Economics from the Free University and a M.Sc. in Econometrics from the Municipal University, both in Amsterdam. Previous positions include Chief of the Macroeconomic and Development Policy Group, and other positions in the Employment Department at the ILO, Geneva, Chief Economist of UNICEF in New York and Senior Economist at ILO’s World Employment Programme in Geneva and member of ILO’s Employment Teams in Addis Ababa, Ethiopia and Lusaka, Zambia. He also has been teaching at the Centre for Development Planning at the Erasmus University in Rotterdam and serves on a number of advisory boards of international institutions and journals. His work is mainly concentrated on issues of employment, inequality and economic reform, and focussing inter alia on problems related to basic needs, structural adjustment and poverty alleviation and he is widely published in these areas. His latest books include “Perspectives on Growth and Poverty” (UNU Press, 2003) and “Growth, Inequality, and Poverty - Prospects for Pro-poor Economic Development” (Oxford University Press, 2004).

 

 

ロルフ・ヴァン・デル・ホーヴェン　グローバル化の社会的側面に関する世界委員会

事務局専門知識担当マネージャー

 

アムステルダムにある都市大学より計量経済学修士号、自由大学より開発経済学博士号を取得。ILOでは、雇用局マクロ経済開発政策グループ長をはじめ、ILO世界雇用計画上級エコノミスト、エチオピアおよびザンビアにおける雇用チームのメンバーとして勤務するなど雇用局を中心に職歴を重ねる。ユニセフ本部のチーフ・エコノミスト、ロッテルダムのエラスムス大学開発計画センターで教鞭をとっていたこともある。また、いくつかの国際組織の顧問を務めるほか、学術専門誌の審査員としても活動している。専門は、雇用、不平等、経済改革問題で、特にベーシック・ニーズ、構造調整、貧困緩和に焦点を当てた著作が多数ある。近著には、「成長と貧困の展望」（国連大学出版局、2003年刊）、「成長、不平等、および貧困−貧困削減型経済開発の展望」（オックスフォード大学出版会、2004年刊）。

 

 

Toshiaki TACHIBANAKI, Professor, Kyoto University, Faculty of Economics

Born in Hyogo Prefecture in 1943.  He holds a Ph.D. from John’s Hopkins University, USA.  Member of the Japan Economic Association.  His academic fields are labor economics, practical macroeconomics, and application of econometric analysis. He has published “Wage Determination and Distribution in Japan” (Oxford University Press, 1996), “Public Policies and the Japanese Economy” (Macmillan Press, 1996), “Economic Effects of Trade Unions in Japan” (Macmillan Press, 2000), “Capital and Labour in Japan” (Routledge, 2000).

 

橘木俊詔  京都大学経済学部教授

1943年兵庫県生まれ。ジョンズ・ホプキンス大学にて博士号取得。現在、京都大学経済学部教授。専門は「労働経済学」「マクロ経済学」「応用計量経済分析」。 日本経済学会所属。主要論文・著書に「Wage Determination and Distribution in Japan」（Oxford University Press, 1996）、「Public Policies and the Japanese Economy」（Macmillan Press, 1996）、「Economic Effects of Trade Unions in Japan」（Macmillan Press, 2000 共著）、「Capital and Labour in Japan」（Routledge, 2000 共著）、「個人貯蓄とライフサイクル」(1994年)、「日本の経済格差」(1998年)、「家計から見る日本経済」（2004年）などがある。

 

Kazuo TAKAHASHI, Professor, International Christian University; Visiting Professor, UNU

Professor, International Christian University, Division of International Studies and the Graduate School of Public Administration. Holds BA and MA from ICU and Ph.D. from Columbia University. OECD, SPF and FASID before assuming the present post in 2001. Concurrently, a visiting professor at UNU and GRIPS. Also President of the Society of Researchers of International Development, Member of Governing Board of SID, IDCJ, and Co-chair of the Club of Tokyo for the Global Water Resources Management. 

 

高橋一生　国際基督教大学教授、国連大学客員教授

国際基督教大学卒業、コロンビア大学にて博士号取得。　経済開発協力機構（OECD）、笹川平和財団、国際開発高等教育機構を経て2001年より国際基督教大学教授（国際関係学科、行政学研究科）。国連大学及び政策研究大学院大学客員教授。国際開発研究者協会会長。国際開発世界理事会理事。国際開発センター理事。水資源世界委員会（東京クラブ）共同議長。

 

 

 

Taizo NISHIMURO, Chairman of the Board, Toshiba Corporation

A career business executive with Toshiba, Mr. Nishimura has worked in international sales and marketing of electronic components and consumer electronics. He is currently Vice Chairman of the Japan Business Federation which was established in May 2002 through the merging of Japan’s two main employers’ organizations, Keidanren and Nikkeiren.

 

西室泰三　（株）東芝会長

東芝生え抜きの重役として、電子部品・家電製品の国際営業に従事。ILOグローバル化の社会的側面世界委員会委員。2002年5月に日本の二大経済団体、経団連と日経連の合併によって誕生した日本経済団体連合会の現副会長。

 

 

 

Shigeru NAKAJIMA, Executive Director, International Affairs Department, Japan Trade Union Confederation (RENGO)

Having graduated from the Faculty of Law, Waseda University, he joined All Japan Prefectural and Municipal Workers' Union (JICHIRO) in 1969, where he had been a member of the Central Executive Committee and Director of International Affairs. He became a worker member of the ILO Governing Body in March 2004.

 

中嶋滋　日本労働組合総連合会（連合）総合国際局長

連合常任中央執行委員・総合国際局長。1969年に全日本自治団体労働組合（自治労）入職、自治労中央執行委員・国際局長を経て1999年より現職。2004年3月にILO労働側理事に就任。

 

 

Yozo YOKOTA, Professor, Chuo University Law School; Special Adviser to the Rector, UNU

Born in New York in 1940. Graduated from International Christian University (ICU) and Graduate School of Law and Politics of the University of Tokyo (LL.D.). Was Legal Counsel of the World Bank, Professor at ICU and University of Tokyo, and Visiting Professor at University of Adelaide, University of Michigan and Columbia University. Currently Professor at Chuo University, Special Adviser to the Rector of the United Nations University, Member of the UN Sub-Commission on Human Rights and Member of ILO Committee of Experts and the Application of Conventions and Recommendations. Specialization: international law, law of international organization, international human rights law, international economic law.

 

横田洋三  中央大学法科大学院教授、国連大学学長特別顧問

1940年ニューヨーク生まれ。国際基督教大学卒業。東京大学大学院法学政治学研究科博士課程修了（法学博士）。世界銀行法律顧問、国際基督教大学教授、アデレード大学客員教授、ミシガン大学客員教授、コロンビア大学客員教授、東京大学教授を経て現在中央大学法科大学院教授。同時に国連大学学長特別顧問、国連人権促進保護小委員会委員、国際労働機関（ILO）条約勧告適用専門家委員会委員を兼ねる。専門は国際法、国際機構法、国際人権法、国際経済法。

 

 

 

Takeo UCHIDA, Professor of International Public Policy, Chuo University; Visiting Professor, UNU

After graduating from International Christian University, completed the doctoral course and obtained Ph.D. from the Fletcher School of Law and Diplomacy. Served as programme specialist in the Social Science Sector of UNESCO in Paris and as senior academic officer at the United Nations University in Tokyo until 1995. Was on the Board of Directors of the Academic Council for the UN System (ACUNS) in 2001-03. Currently Professor of International Public Policy at Chuo University and Member on the Executive Board of the Japan Association for UN Studies. Specialization: international public policy, international organization, and world politics.

 

内田孟男 中央大学教授、国連大学客員教授

国際基督教大学卒業。フレッチャー法律外交大学院にて博士号取得。

ユネスコ本部社会科学局プログラム・スペシャリスト、および国連大学学術審議官として勤務の後、中央大学に移り現在に至る。日本国連学会運営委員、国連システム学術評議会 (ACUNS)の理事（2001-03）を勤める。専門は国際公共政策、国際機構、国際政治。

 

 

Kimie IWATA, Corporate Officer, Director, General Manager of CSR Department, Shiseido Co., Ltd.

Born in 1947. Graduated from the University of Tokyo. After entered Ministry of Health, Labour and Welfare, engaged as Deputy Director, Women Worker’s Division, Women’s Bureau in1983, Deputy Director, Personnel Affairs Division, Minister’s Secretariat in1986, Head, OSAKA Women’s and Young Workers’ Office in 1989, Director, Welfare Division, Worker’s Welfare Department, Labour Relations Bureau in 1991, Director, Policy Planning Division, Women’s Bureau in 1992, Director, International Labour Affairs Division, in 1994, Director, Personnel Affairs Division, in 1995, Ministerial Councilor (Human Resources Development) in 1996, Assistant Minister of Labour in 1998, and Director-General, Equal Employment, Children and Families Bureau in 2001. Retired from Ministry of Health, Labour and Welfare in 2003. Entered Shiseido Co., Ltd. as Corporate Advisor in 2003.

 

岩田喜美枝  （株）資生堂 取締役ＣＳＲ部長

東京大学教養学部卒業後、1971年労働省入省。大阪婦人少年室長、労政局勤労者福祉部福祉課長、婦人局婦人政策課長、大臣官房国際労働課長、大臣官房秘書課長、大臣官房審議官、大臣官房総務審議官、厚生労働省雇用均等・児童家庭局長を経て2003年退官。

その後、2003年株式会社資生堂常勤顧問。現在、同取締役ＣＳＲ部長。
