Shinichi HASEGAWA, Assistant Minister for International Affairs,
Ministry of Health, Labour and Welfare
Graduated
from the Faculty of Law, the University of Tokyo in 1972. Joined the
Ministry of Labour the same year. First
Secretary, Permanent Delegation of Japan to OECD in Paris in 1984. Has held posts such
as Director, Labour Legislation Division, Labour Relations Bureau, Director, Trade Union Division, Labour Relations Bureau, and Director, Personnel Affairs
Division, Minister’s Secretariat. He was the Director-General, Employment
Measures for the Elderly and Persons with Disabilities Department in 1998, and
was appointed to the current post in 2002.
長谷川真一 厚生労働省大臣官房総括審議官
厚生労働省大臣官房総括審議官(国際担当)。1972年東京大学法学部卒業、同年労働省入省。経済協力開発機構(OECD)日本政府代表部一等書記官、労政局労働法規課長、労政局労働組合課長、労働基準局監督課長、大臣官房秘書課長、職業安定局高齢・障害者対策部長、大阪労働局長を経て2002年より現職。
Hans van GINKEL, Rector, United Nations University
Rector of the United Nations University, Tokyo, since September 1997. He was elected President of the International
Association of Universities (IAU, Paris) in August 2000. He is Vice-chair of the Board of
Trustees, of the Asian Institute of Technology (AIT, Bangkok), Member of the
Academia Europaea; Honorary Fellow of the Institute
for Aerospace Survey and Earth Sciences (ITC, Enschede);
and the former Rector of Utrecht University in the Netherlands. He serves as a member and officer in
several professional associations and organizations. Holds a Ph.D. cum laude
from Utrecht University
(1979) and honorary doctorates from Universitatea
Babes-Bolyai, Cluj, Romania
(1997), and State University of California (Sacramento)
(2003).
His fields of interest are urban and regional development, population, housing
studies, science policy, internationalization and university management. He has published widely on these areas,
and has contributed extensively to the work of various international
educational organizations.
ハンス・ファン・ヒンケル 国連大学学長
1940年6月22日インドネシア生まれ。その後オランダに帰国し、ユトレヒト大学にて社会科学博士号を取得、1968年から85年まで、同大学地理学部教授をつとめた。更に、1986年には同大学学長に就任し、1997年までの間大学の発展に寄与したほか、欧州大学協会、国際大学等にて要職を歴任した。1997年9月、国連大学のH・グルグリーノ・デソウザ前学長の後任として第四代学長に就任。ファン・ヒンケル学長の専門分野は都市と地域開発、人口、住宅研究だが、科学政策、国際化、大学運営などの幅広い分野で論文や著作を数多く発表するなどの功績が認められ、94年、オランダ国内における高位の勲章の一つであるオランダ獅子勲章を受けている。
Rolph van der HOEVEN, Manager, Technical

He holds a Ph.D in Development Economics from the
Free University and a M.Sc. in Econometrics from the Municipal University, both in Amsterdam. Previous positions include Chief of the
Macroeconomic and Development Policy Group, and other positions in the
Employment Department at the ILO, Geneva, Chief Economist
of UNICEF in New York and Senior Economist at ILO’s
World Employment Programme in Geneva and member of ILO’s Employment Teams in Addis Ababa, Ethiopia and Lusaka, Zambia. He also has been teaching at the Centre for
Development Planning at the Erasmus University in Rotterdam and serves on a number of advisory boards of international institutions
and journals. His work is mainly concentrated on issues of employment,
inequality and economic reform, and focussing inter alia
on problems related to basic needs, structural adjustment and poverty
alleviation and he is widely published in these areas. His latest books include
“Perspectives on Growth and Poverty” (UNU Press, 2003) and “Growth, Inequality,
and Poverty - Prospects for Pro-poor Economic Development” (Oxford University Press, 2004).
ロルフ・ヴァン・デル・ホーヴェン グローバル化の社会的側面に関する世界委員会
事務局専門知識担当マネージャー
アムステルダムにある都市大学より計量経済学修士号、自由大学より開発経済学博士号を取得。ILOでは、雇用局マクロ経済開発政策グループ長をはじめ、ILO世界雇用計画上級エコノミスト、エチオピアおよびザンビアにおける雇用チームのメンバーとして勤務するなど雇用局を中心に職歴を重ねる。ユニセフ本部のチーフ・エコノミスト、ロッテルダムのエラスムス大学開発計画センターで教鞭をとっていたこともある。また、いくつかの国際組織の顧問を務めるほか、学術専門誌の審査員としても活動している。専門は、雇用、不平等、経済改革問題で、特にベーシック・ニーズ、構造調整、貧困緩和に焦点を当てた著作が多数ある。近著には、「成長と貧困の展望」(国連大学出版局、2003年刊)、「成長、不平等、および貧困−貧困削減型経済開発の展望」(オックスフォード大学出版会、2004年刊)。

Born in Hyogo Prefecture in 1943. He holds a Ph.D. from John’s Hopkins University, USA. Member of the Japan Economic Association. His academic fields are labor economics, practical
macroeconomics, and application of econometric analysis. He has published “Wage
Determination and Distribution in Japan” (Oxford University Press,
1996), “Public Policies and the Japanese Economy” (Macmillan Press, 1996),

橘木俊詔 京都大学経済学部教授
1943年兵庫県生まれ。ジョンズ・ホプキンス大学にて博士号取得。現在、京都大学経済学部教授。専門は「労働経済学」「マクロ経済学」「応用計量経済分析」。

Waseda University, he joined All
Japan Prefectural and Municipal Workers' Union
(JICHIRO) in 1969, where he had been a member of the Central Executive
Committee and Director of International Affairs. He became a worker member of
the ILO Governing Body in March 2004.

Nations University, Member of the UN Sub-Commission on Human Rights and Member
