UNU and TICAD II

Introduction
The Second Tokyo International Conference on African Development (TICAD-II) was held in Tokyo from 19 to 21 October, 1998. It was co-organized by Japan, the United Nations, and the Global Coalition for Africa. The Conference was attended by 80 countries at summit level including fifteen heads of state or government from Africa and Asia. The conference was opened by the Japanese Prime Minister, Keizo Obuchi. The Secretary General of the United Nations Mr. Kofi Annan delivered a key note address and also presided over the closing ceremony of the Conference.

The United Nations University has been collaborating closely with the Japanese Ministry of Foreign Affairs with regard to TICAD II. UNU provided comments on the Agenda for Action, the main substantive output of TICAD II. The University undertook a research project and prepared a policy brief on Strengthening Africa's Participation in the Global Economy. The Rector made a speech at TICAD II plenary on Knowledge and Development in Africa. The University also organised a high-level open forum on African Development in the 21st Century just prior to TICAD II.
